With reference to paragraph 2 of your despatch

No.317 of 13th August, 1935, regarding Loan Works, I have

the honour to enclose a copy of a memorandum by the Colonial

Treasurer explaining how it came to be overlooked that the

proceeds of the sale of Investments on account of Surplus

Funds would need to be credited to Investments when the

Loan Ordinance No.11 of 1934 was introduced into Legislative

Council.
